Before a Localization Program Health Check
Bring the available records, owners and current constraints to a proportional program health discussion.
TL;DR
Use available delivery, quality, cost, and ownership records to locate control gaps as well as visible symptoms, treat missing history as an explicit limitation rather than an eligibility barrier, and scope the Health Check to the decision the evidence can support.
If records are incomplete, document the gap before diagnosing a cause. For an existing program, examine individual deadlines, rework and handoffs rather than relying solely on monthly averages.
For a running program
Recent quarterly business review packs and unresolved actions.
Task-level delivery reports and the exact definition of the deadline.
Quality reports with sample/score methods, complaints and dispute trail.
Current intake-to-delivery workflow, handoffs, owners and escalation paths.
External spend, unit charges and internal handling effort where known.
Known changes to volumes, tools, provider mix, workflows or review requirements.
For a planned program
If the program is still being planned, Localization Program Design is usually the relevant starting point; a lack of historical performance data is normal.
Outline the expected content types, languages, owners, delivery volumes and provider responsibilities; identify the assumptions that cannot yet be supported by operating history.
What the Health Check should tell you
Show which issues can be acted on now, which evidence is missing, and whether a narrower question or a larger investigation is proportionate.
